One easy way to test to see if the "Test" button works is to Reset the system and then hold the Test button for 3-5 seconds. If the Test key works it should take you to a menu that looks like:

If that doesn't happen then your Test button isn't being recognized by the system. This could be due to the cable connection from the Soft-Key board to the DGC, down to where the Reset/Test/Contrast/Brightness board is located.
It's not very easy to get to, you might have to try pulling the monitor bezel off. It's slightly complicated, so I am putting up some pictures I made a few years ago that hopefully will help.
First, you should remove the top panel. This will give you a better view of the CRT, as well as the DGC, speakers, light control board, etc.

Next will be the side panels on the system. Some of them have metal clips that lock the side panel in place, others use screws. I only pictures of the ones with clips, but the screws will be located in the same place.

The other clamp is located at the front of the system, behind the front wheel (applies to both sides of system).

After the side panels are off, on the right side of the machine facing the monitor, there will be 3 (or 2) Allen/Hex screws that basically bolt the system to itself. The machine folds almost like a book, held by a tether to the bottom chassis, which allows access to the scanner card cage.

Now.. you shouldn't need to remove the keyboard, so I'll skip those steps and just put the pictures on taking off the monitor faceplate. The keyboard obstructs it from being removed all the way, but you can at least pull it out far enough to see the soft-key cable.

I originally had made this tutorial to remove basically the whole front part so you could pull the monitor out, but since that isn't your goal... please ignore some of the "Remove monitor cover" and replace that with "pull monitor cover out far enough to see the cable..."
Here is what the cable looks like:

The small white cable that slides off the left. That should have another piece branching off of it, that connects to the board where the Reset/Test buttons are located. You can see it better when you have the system folded open. It will be at the base of the monitor, just in front of it if you're facing the system, with a bunch of cables plugged into it. Check to see if the white cable is bent, broken, torn, etc.
Try reseating it and let me know if it works.
